On 520 model(V reg ) should the viscous fluid coupling be driving the cooling fan when engine is started and engine is still cold. Also is there an easy way to find engine number.

The coupling should only lock up and drive the fan once the engine is up to operating temp.
Contrary to first answer - Yes this is normal for a viscous coupled fan. If you want to confirm this fact then call BMW.
