I have a M3 with 333 hp. I need someway to boost my horsepower up to 400, so i need around 60 horsepower. I dont have much money to spend. any ideas?

Personally, I'd search for a BMW enthusiasts/tuner site %26 read-up on what folks who have your car can %26 have done with it. After all, you've got a very specialized machine on your hands...best to interact with M3 owners.
Your challenge is that you have a factory motor that's already peaked %26 tweaked to the moon. Adding mods w/o understanding the dynamics of your motor's design could bring problems fast...detonation, for example.
The simplest mods that would bring the least risk would be CAI, exhaust, headers... Typically sport sedans see around 10+% gains from these.

Why dont you buy the new M3 it has around 412hp V8, handling is still pretty good but its a little heavier than the M3 that you have and the way it looks.........Fantastic!!
Wow....and on what roads are you gonna be able to drive the bullet and enjoy it's capabilities...a trip to the Autobahn in German perhaps...mmhhh...lol...
